Mobile Suit Gundam: The Jupiter Energy Land-grab conflict.

The Story

The year is 0075. Mounting tensions between the Earth Federation Government and the now-established Principality of Zeon are beginning to take the form of an arms race. Both nations are investing heavily in weapons development, assembling fleets of top-of-the-line warships. However, war is not yet an inevitability; both sides claim to be working towards a peaceful resolution.

Currently, the preferred source of energy is Magnovski Fusion, a safe and stable form of nuclear fusion utilizing the superdense Magnovski Particle. A principle element of this process is Helium-3, a heavy isotope of Helium found in abundance only on Jupiter. Until recently, the only miner of this resource was the Jupiter Energy Fleet, an independent and politically neutral private corporation.

As a demonstration of their willingness to work together, the Federation and Zeons have organized a combined fleet to make a survey of the Jupiter mining operation. The stated objective was to establish a fair divide of the Jupiter resources between two nations after nearly a century of united government.

Although no weapons or warships were sent on this mission, both sides were well aware that this was not a peaceful mission, and that they would be returning to find the Earth Sphere entrenched in a bitter war. Neither side can rely on the Jupiter Energy Fleet's continued neutrality; for either nation, securing a steady supply of this vital resource would be necessary for continued war efforts. Now, on Jupiter, they scramble to stake their claims, collect caches of Helium-3 and sabotage the other side's efforts to do the same.

TREATY

BETWEEN THE NATIONS OF

THE PRINCIPALITY OF ZEON

AND

EARTH FEDERATION GOVERNMENT

REGARDING

AGREEMENTS, STIPULATIONS, AND RULES OF ENGAGEMENT

FOR THE JOINT SURVEY AND DISTRIBUTION OF THE RESOURCES OF JUPITER



  1. REGARDING THE CREATION OF AND ALLOCATION OF STAFF TO DELEGATIONS

    1. Each nation agrees to send a single delegation (“team”).

    2. The staff for each delegation will be selected from a common pool of applicants.

      1. Applicants shall assemble at 00:00 on the 11th of April at a place and in a manner specified by the Arbitration Committee.

    3. Applicants may request to specify their delegation.

      1. Reasons for the choice should be provided to the Arbitration Committee. This may include:

        1. Preference of assignment together with or separate from friends, family, and loved ones

        2. Previously pledged loyalties to either the Principality of Zeon or the Earth Federation Government

    4. All assignments shall be decided upon and finalized by the Arbitration Committee.

    5. Once the survey has begun, new applicants (“reinforcements”) may still request to join the survey.

    6. At all times, the number of active participants on any one side shall be no more than half the total number of active participants, rounded up.

      1. This balance between the teams is to be enforced by the Arbitration Committee, in assignment of both applicants and reinforcements.

  2. REGARDING THE ORGANIZATION OF THE TEAMS

    1. Each team will be provided:

      1. One (1) boardroom, for use as a base of operations

      2. One (1) large map of the area in question (“field”)

      3. Figurines, used for representation of forces in the field

      4. A stack of forms, used in reporting troop movements and acquisitions

    2. Each staff member of each survey team will be provided:

      1. One (1) unique identification number

      2. One (1) small map of the field

        1. The reverse side of this map will have a summary of the rules of engagement.

      3. One (1) armband of his/her nation's color.

        1. The armband of a Soldat or Soldatin of the Principality of Zeon shall be a dark green.

        2. The armband of a Soldier of the United Earth Federation shall be brown.

    3. Any further requests for supplies may be made to the Arbitration Committee.

      1. The Arbitration Committee will not provide means of communication. Teams are expected to create some system or method of communication between the field and their base.

    4. No distinction shall be made by the Arbitration Committee between two representatives of a single team.

      1. Each team may organize themselves in any hierarchy or lack thereof.

    5. At least one member of each team must be in their own base of operations at all times, for purposes of communication with the Arbitration Committee.
